Evidence directory: what is checked, what is limited, and what stays unpublished
A useful directory must expose the evidence state. This register does not award scores to casino names that have not passed identity and jurisdiction review.
Directory rules before names
This directory is arranged by evidence state rather than popularity. A recognisable casino name is not enough to create a profile because the same mark may appear on multiple domains, mirrors, applications or unaffiliated clones. A publishable casino entity needs a precise domain, legal operator, terms version, licence claim, register match, Pakistan-facing evidence and review date. It also needs a defamation check whenever the page discusses complaints, non-payment, blocking or deceptive conduct. If one link in that chain is missing, the entity remains in the private research backlog.
Payment institutions and authorities are different. Their official identity and complaint role can be established from State Bank, NCCIA, PTA or other government records. Even then, the finding remains narrow. Listing Mobilink Microfinance Bank's branchless-banking permission does not approve a JazzCash recipient. Listing Easypaisa Bank as a scheduled digital bank does not make a betting merchant lawful. The directory records who supervises the payment service and where a consumer can complain; it does not transfer that regulatory status to the payee.

Why casino leads are not public profiles
The backlog contains names found during regional intent research, but a name is a search lead rather than evidence. Publishing those names beside scam-related headings could imply a finding that the source packet does not support. It could also direct readers to the wrong clone or create a permanent page from a temporary advertisement. We therefore refuse to display a public casino card until the current domain and operator are verified independently and the licence claim is checked against the issuing authority.
Complaint evidence requires an even higher bar. A social-media post, review-platform entry or forum thread may identify a question worth investigating, but it remains an allegation. A complaint count is not copied into a verdict unless duplicate reports, identity, dates and outcomes can be assessed. Screenshots must be authentic, locally stored, source-labelled and redacted. If a complaint is later resolved or shown to concern a clone, the record must be capable of correction.
How to use a payment record
Start with the institution that holds the sender account or wallet. Record its complaint number, acknowledgement and stated timeline. For Raast, the State Bank FAQ directs the customer to their bank's existing support or helpline. For suspected digital fraud, institution action can matter quickly because SBP circulars describe controls for blocking channels and handling disputed funds. Those controls have defined scope and do not remove the need for the institution to investigate the facts.
When the recipient label looks unrelated to the casino name, preserve it exactly. A personal name, merchant label, mobile number, IBAN or Raast identifier may be the most useful part of the evidence chain. Do not assume it is criminal merely because it differs from the marketing brand; instead, ask the institution to identify the transaction type and beneficiary institution. The directory's payment pages explain which fields to preserve without publishing sensitive data.
Authority routing without duplication
NCCIA handles the cybercrime reporting and investigative route described on its official site. PTA's unlawful-online-content complaint category asks for the objectionable link and evidence attachment. A bank or MFB complaint concerns a regulated financial service. Sunwai can route a banking complaint among the first forum and relevant escalation bodies. Banking Mohtasib is a separate statutory route with jurisdiction and sequencing rules; microfinance-bank complaints require particular care because SBP states that microfinance consumers do not fall within BMP jurisdiction.
Sending the same vague narrative everywhere can weaken the record. Create one chronology, then tailor the request. The bank needs transaction identifiers and requested action. NCCIA needs the suspected cybercrime facts and evidence. PTA needs the exact content URL. An ombudsman submission needs the prior institution complaint and response history. Each page in this directory links internally to the matching workflow.
Signals, scores and correction status
This directory uses evidence signals, not entertainment rankings. Green is limited to a current primary record that supports the statement shown. Amber marks an unresolved identity, timing, jurisdiction or scope issue. Red requires an official or robustly corroborated adverse finding tied to the exact entity. We do not assign invented percentages, star ratings or safety scores. Those numbers would create a false impression of measurement where the underlying evidence is categorical and incomplete.
The review date appears on every page because registers, agency routes and institution status can change. A subject can submit first-party evidence through the contact route. Readers can report a broken official citation or mistranscribed field. Corrections are logged by changing the evidence date and explaining a material alteration where needed. Removing an unsupported claim is not treated as an admission about the subject; it is the expected result of evidence-led publishing.
What inclusion in the directory means
An included page has a Pakistan-specific user question, dated primary sources, factual analysis, clear authorship, an evidence table, FAQs, limitations, local media and an equivalent independently written page in the other language. A complete English record cannot compensate for weak Urdu, or vice versa. Both must support the same practical task without mechanically repeating each other.
Inclusion is not an endorsement. The internal checked route remains unavailable unless an operator’s exact identity, current licence claims, Pakistan-facing conduct and commercial safeguards are independently established. Payment entities appear because their institutional status can be checked; that status is never transferred to a casino recipient.

This bounded initial catalogue contains only Pakistan payment entities whose identity and authority packets were complete on 13 August 2026. Unresolved casino leads remain unpublished.
